This is Pork Jester. The monster of the day in Chapter 16 of Fantasy Squadron: Medievalger. (Read it here: fav.me/db6jocy)
Pork Jester was a fortune telling machine that was turned into a monster by Lord Wiz who can turn people into marionettes and be Lord Wiz's slaves. Charisa attacked the heart, which returned everybody to normal. During the mecha fight, Pork Jester blew up due to James Thaddeus Grenger placing a bomb inside the fortune telling machine in an attempt to destroy the fair. But because the Medievalgers lured Pork Jester away from the fair, the fair didn't get blown up.
The monster was thought up by TUFFAgentShepherd.

I was expecting him having a more jester-like appearance like the Zelda CD-I boss I based him off of, but the fortune teller design looks good on him, too. ^^
